Why does a disabled person need a waiver?

Because you may receive up to $50,000 or more each year in the value of provider services you use, as well as extra income caregivers can earn. Plus, you get medical insurance with no out-of-pocket costs. These benefits can be yours every year for the life of your disabled child.

Is my child really "disabled enough?"

Colorado's waivers cover a wide variety of mental and physical disabilities. You need to explore the application process, because you may discover that your child DOES qualify for a specific waiver and the benefits are too great to miss any longer.

We have a high income level, would we still qualify?

That is exactly why you need a waiver. They enable disabled people to qualify for Medicaid benefits by 'waiving' the parental household income restrictions. Only the disabled person's income is considered. Regardless of your income, your child may be eligible.

Hello, I'm Maureen Welch, founder of Navigating Disability Colorado and this is my son James.

Some people call me the "Badass of Colorado's Disability System."

But I didn't start there. I started as a special education teacher, helping young adults with disabilities build real-world work experience. But when I hit wall after wall trying to access services for my own son, everything changed.

I knew the system was broken, and my mission to fix it began.

So I did a deep dive. I learned the waivers, the benefits, the advocacy strategies, and in 2021, I founded NDC to hand that knowledge directly to families like yours.

Today, I consult with legislators, advise community leaders, and have been recognized with the Champion for Democracy Award from Colorado Common Cause.

But the work that matters most to me? It's helping families like yours finally get what they're entitled to and secure a future for your child.
