In Colorado, there are 9 waiver programs that can provide lifelong medical coverage, support services, respite care, and potential caregiver income for parents already providing care. For some families, these benefits can total up to $50,000 per year in services and support.

Meet Maureen Welch

The Advocate You Need

Founder of Navigating Disability Colorado

Maureen Welch (she/her) isn’t just the founder of Navigating Disability Colorado (NDC)—she’s a trailblazer in Colorado’s disability system. Known as the “Badass of Colorado’s Disability System,” Maureen has dedicated her life to empowering families and individuals with disabilities to navigate complex benefits, advocate for essential services, and secure the support they deserve.

Her journey started in the classroom as a special education transition teacher at Project SEARCH, where she helped young adults with disabilities gain work experience at Children’s Hospital Colorado. But when she faced roadblocks accessing services for her own disabled son, she experienced firsthand how overwhelming and confusing the system could be. Determined to make a change, she dug deep into the world of Medicaid waivers, disability benefits, and advocacy—transforming frustration into a powerful movement for change.

In 2021, Maureen founded Navigating Disability Colorado (NDC) to give families the knowledge and tools they need to cut through red tape and access life-changing support. Her signature program, Roadmap for the Waiver Journey, simplifies the process and provides step-by-step guidance for securing Medicaid waivers and essential services.

Today, Maureen is a recognized leader in disability rights—consulting with legislators, media, and community leaders to drive meaningful change. She holds dual master’s degrees in Elementary Education and Special Education, a Colorado Teaching License, and a Certified Nursing Aide License. Her advocacy work has earned her a Champion for Democracy Award from Colorado Common Cause for her commitment to transparency and government accountability.

Maureen lives in Denver with her husband and son, James, and continues to fight for a future where every disabled person and their family has the knowledge, resources, and confidence to thrive.

I'm worried about my child's future. What's the best way to help?

Why does a disabled person need a waiver?

Because you may receive up to $50K or more each year in the value of provider services you use, as well as extra income caregivers can earn. Plus, you get medical insurance with no out-of-pocket costs. There benefits can be yours every year for the life of your disabled child.

I'm worried about finances. Must we support our child forever?

Caring for a disabiled child often forces parents to sacrifice their work, which tightens budgets and hinders retirement savings. A waiver provides annual funding for support services that can free up your finances and help you rebuild financial stability!

I don't think we qualify due to our high income.

That is why you need a waiver. They enable disabled people to qualify for Medicaid benefits by 'waiving' the parental household income restrictions. Only the disabiled person's income is considered. Regardless of your income, your child may be eligible!

I tried to get a waiver. If was SO frustrating. Is it worth trying again?
